The Oskaloosa City Council meets Monday night (11/4) to consider approving an agreement to transfer jurisdiction of State Highways 63, 92 and 23 to McClure Engineering Company of Clive for a cost of no more than $15,000.  The Council will also consider restricting parking on Fifth Avenue East between Market Street and Seventh Street.  Parking would be banned on the south side of Fifth Avenue East.  Monday’s Oskaloosa City Council meeting starts at 6 at City Hall.
