Oskaloosa City Council Discusses City Codes

The Oskaloosa City Council met Monday evening, and the major topic of discussion yet again involved sidewalks.

The meeting began with a short public hearing regarding the resolution approving the vacation and sale of a section of the east-west alley adjacent to 1001 A Ave. West.

There were no public comments, and the council unanimously passed this motion.

The next item was to consider a site plan for the property located at 132 Pella Avenue to allow for proposed convenience storage. The owner of the land is going to adjust the land, but did not want to have to put sidewalks in or have paved entryways. The Planning and Zoning Board passed the item, but with the stipulation that both of those had to be done. The council initially tried to put together a motion that would eliminate the need for the sidewalks right now and the paved entryways, but it failed on a 3-4 vote, with Jason Van Zetten, Aaron Ver Steeg, and Joe Caligiuri voting for it.

To not allow the project to die, the council deliberated and put together some ideas to be able to pass this, since it was understood that if the sidewalks needed to be put in, the project would likely not occur. The council then adjusted the motion, to make the sidewalks contingent, and if the city has a continuing sidewalk installed, the landowner will need to comply with this. This passed on a 6-1 vote, with Aaron Ver Steeg the lone
no.

The next item was the city manager’s recommended 2015 Housing Action Plan for the city. City Manager Michael Schrock Jr. had this put together, but Council Member Jason Van Zetten, along with several other council members, stated they would like to see each and every one of the items brought back to the council before implementation.

After a couple of failed votes, the council settled on a 6-1 yes vote with every single item coming back to the council prior to it being implemented. Joe Caligiuri was the lone vote against, as he believed this was the council micromanaging the city staff.

The final item on the agenda was a presentation regarding the nuisance codes of Oskaloosa by City Manager Michael Schrock Jr. After explaining the process and showing examples of violations, Aaron Ver Steeg said he continuously gets complaints about small infractions that are reported by a Code Enforcement Officer, rather than a public complaint, which is how he believes it should go for smaller issues. Jason Van Zetten agreed, saying there needs to be some type of common sense. He said there should be a simple solution to fix the cases that do not make sense for large penalties.

Van Zetten said he would like to review the codes in-depth at a later study session, and the rest of the council agreed that was the proper action to take.

The next scheduled meeting of the Oskaloosa City Council is scheduled for Monday, September 7th, at 6 PM in the Council Chambers in City Hall.

VanderBeek Vaults Back Into USMTS Victory Lane At Mississippi Thunder Speedway

Just two days shy of the one-year anniversary of his last United States Modified Touring Series victory, Zack VanderBeek notched his first win of the 2015 campaign Friday night as the Hunt for the USMTS Casey’s Cup powered by S&S Fishing & Rental rolled into the Mississippi Thunder Speedway.

The stars seemed to align early for VanderBeek when his nephew and crew member Nick Van Hemert drew the No. 33 pill on behalf of his uncle at the driver’s sign-in. That put VanderBeek’s No. 33z Casey’s General Stores LG2 by Owens on the pole for MSD Heat Race #1 which he won handily.

“That was good. That always helps,” VanderBeek said. “The draw is so important here when you’re racing against the caliber of drivers in this series. We haven’t done too well in that department as of late, so it was a nice to get a good draw.”

Unwilling to taunt karma, the nephew was again entrusted with the feature race redraw duties and again put VanderBeek’s machine on the pole by drawing the top slot.

When the green flag waved over the 24-car main event starting field, however, it was Jesse Sobbing blasting into the lead from the outside of the front row while VanderBeek stayed close behind.

“Jesse, he’s a gasser and he knows how to get around a racetrack,” VanderBeek noted. “He set the pace and I typically don’t take off really good on initial starts when the track’s a little greasy, so I was just kind of watching him.”

Meanwhile, Rodney Sanders and Jason Hughes-the two most dominating forces in the first five races of ‘The Hunt’ and sitting first and second in the championship points standings-were charging toward the front of the pack.

Eighth-starting Sanders clawed his way into the third spot behind VanderBeek on lap 10 while Hughes, who began the 40-lapper from the 13th spot, roared into sixth at the same time.

Cory Crapser’s breakdown on lap 13 brought out the race’s first and only caution flag, and VanderBeek made his move when the green flag returned.

Scooting by on the inside of Sobbing, VanderBeek pulled away to lead the 14th lap and began to put some distance between himself and his chasers.

He continued to build his advantage over everybody but Hughes, who worked his way into fifth on the restart, fourth on lap 16, around Sanders for third on lap 17 and then grabbed second from Sobbing with 20 laps complete.

For the final 20 laps, VanderBeek and Hughes recorded nearly identical lap times which differed by about a tenth of a second one way or the other with each passing lap. With that, Hughes was not able to chip away at VanderBeek’s ten-car-length advantage until the leader reached lapped traffic in the late stages.

While VanderBeek worked his way through a pack of back-markers, Hughes was able to close the gap in the closing laps but VanderBeek never offered up the bobble needed for Hughes to pounce and rolled to the finish line with a two-car-length advantage over the 2010 USMTS National Champion.

“We got that restart early on and the car just come alive there,” VanderBeek said in victory lane. “Looking behind us I seen (Hughes) was coming and I didn’t know where he was running, but he never a got a run and I was just trying to keep it straight and not fight the car too much. It just worked out.

“It’s been a long year and we simply couldn’t be here without the support we get from our sponsors, my family, our crew… it takes a lot to keep up with these guys.”

Sobbing remained in third and Sanders was fourth, with Dereck Ramirez rounding out the top finishers in the main event. Lucas Schott, Jesse Glenz, Johnny Scott, Jacob Bleess and Dan Ebert completed the top 10.

It was VanderBeek’s 28th career USMTS triumph. The win was worth $3,000 to the 30-year-old from New Sharon, Iowa, and his first since Aug. 16, 2014, at the Ogilvie Raceway-site of tomorrow night’s USMTS action.

Last year, VanderBeek got around Jason Krohn with six laps to go at the Ogilvie Raceway, and then held off Sanders in the closing laps to score the win.

Earlier this year, Stormy Scott netted his second career USMTS win at Ogilvie. Krohn, Jeremy Payne and Hughes each have one win to their credit here.

Presented by Mora Chevrolet and Buick, the first green flag is scheduled to wave at 6:30 p.m. Midwest Mods, Street Stocks and Hornets will round out the racing action. Adult tickets are $20, seniors and students ages 13-17 get in for $18 and kids ages 12 and under are free.

Race fans can get discount coupons good for $2 off adult general admission at Casey’s General Stores locations in Cambridge, Milaca, Ogilvie and Princeton. Scoring options abounding, the William Penn women’s soccer team looks to make a strong presence in its new league this fall.

The navy and gold, headed by Willie McGowan, experienced a much-improved campaign in 2014 with a 7-8-3 record (3-2-1 MCC). The Statesmen have a plethora of their scorers back on the pitch and a cast of newcomers will help shore up a defense that was decimated by graduation.

Past all-conference performers Alyce Correia (Jr., Perth, Australia, Elementary Education), Silvia Munoz (Sr., Paramount, Calif., Elementary Education), and Camila Parra (Jr., Brisbane, Australia, Biology) are back to guide the program as it ventures into the Heart of America Athletic Conference–a league many consider as one of the best in the NAIA.

Forward

As aforementioned, WPU has experience on the scoring end and at the top of the lineup will be returners Lauren Abbas (Sr., Adel, Iowa, Communications) and Francis Lee (So., Fort Dodge, Iowa, Undecided). Lee posted three goals and two assists last season, while Abbas, who played more in a defensive position, tallied one helper.

Hannah Baker (Fr., Adelaide, Australia, Biology) and Daniela Ambrosio (Jr., Grinnell, Iowa, Business Management) will also spend time going forward up the pitch.

Midfield

Life is good in the midfield as all three of William Penn’s returning all-conference performers play in the center of the field.

Correia and Munoz each managed three goals and three assists in 2014, but may get more opportunities at the goal this season. Parra is the team’s top returner in goals with eight.

Mary Richards (Sr., Winterset, Iowa, Psychology/Sociology) moves up from the defense into the midfield, while AnnaMarie Urps (Fr., Wilton, Calif., Physical Education) will finally see the grass after redshirting in 2014.

Graciela Belmontes (Jr., Salinas, Calif., Biology) joins the navy and gold this year and looks to be an impactful player after two years at a junior college.

Defense

The defense is where things get a bit hairy as the Statesmen will have a completely different crew on the back line. Returner Nicole Walsh (So., Melbourne, Australia, Exercise Science) and 2014 redshirt Mariah Voight (Fr., La Mesa, Calif., Sociology/Psychology) learned the system last year and their experience should be invaluable.

However, it may come down to the impact of the new quartet of Isabelle Lucking (Fr., River Falls, Wis., Elementary Education), Laura Cartwright (Fr., Brisbane, Australia, Business Management), Katie Salinas (Jr., Fort Dodge, Iowa, Exercise Science), and Anyela Jimenez (Jr., Lancaster, Calif., Sociology) on how successful opposing offenses are. It is a heavy load for the newcomers, but McGowan believes they are ready.

Goalkeeper

2015 first-team all-MCC pick Kelly Button has graduated, but newcomer Adriana Borjon (Jr., Willits, Calif., Exercise Science) will look to fill those shoes after a successful JUCO career out west.

Schedule

The season begins on August 29-30 at the Calumet-St. Joseph Crimson Wave Invitational with Mount Mercy serving as WPU’s season-opening foe. In addition to the William Penn Classic with matches against Morningside and Clarke, the Statesmen will prepare for a stiff conference slate with other non-league games versus St. Mary (Neb.), Ashford, and Simpson.

Conference

Rival Grand View joins WPU in the 11-team Heart, but the establishment will be expected at the top this autumn with Benedictine (Kan.) seeking to defend its league crown.

Matt Kenseth Made It Look Easy At Michigan International Speedway

Matt Kenseth made it look easy Sunday at Michigan International Speedway. Starting from the pole, leading 146 of the race’s two hundred laps, and marching to his third win of the season and second in the last three weeks. The margin of victory was one-point-seven seconds over Kevin Harvick. Martin Truex Junior finished third and Austin Dillon came home with a career-best fourth-place finish. Denny Hamlin, one of Kenseth’s teammates at Joe Gibbs Racing, completed the top five with another J-G-R entry.

Carl Edwards … finishing sixth, one day after celebrating his 36th birthday. Kenseth kept his Number-20 Toyota in front over the final twenty-five laps, holding the field at bay through the day’s final restart to notch his thirty-fourth career victory … The race featured NASCAR’s “high-drag” aerodynamic rules package that debuted last month at Indianapolis, with the higher downforce intended to create more competitive racing with increased lead changes.

Sunday’s Pure Michigan 400 was the second event for the new package and produced just sixteen lead changes, one fewer than the track’s June race had with standard 2015 rules … Kyle Busch, a four-time winner this year, solidified his eligibility for a post-season Chase berth with an eleventh-place finish that lifted him into twenty-ninth place in the standings.

Busch now enjoys a twenty-three point cushion over Cole Whitt in his bid to remain among the top thirty with just three races left in the regular season … Kurt Busch finished twentieth on Sunday afternoon in his bid for a season sweep on the Irish Hills oval.

Former NY Governor Pataki Speaks At Iowa State Fair

Former New York Governor George Pataki is telling Iowans he would make fighting the Islamic State group a higher priority of the federal government by increasing U.S. airstrikes against the violent militant group in the Middle East.

During an appearance at the Iowa State Fair, the Republican presidential candidate says the group that has claimed a swath of Iraq and Syria, and has gained a presence in other countries such as Egypt and Libya can be defeated without the U.S. sending front-line ground forces overseas.

To about 100 onlookers, he said at the Des Moines Register’s Political Soapbox: “I would send in American special ops to destroy those recruiting centers, those planning hubs, and kill them there, and get out before they have the chance to kill us here.”

Pataki, who was governor from 1995 to 2007, is among the lesser-known candidates in the large Republican field. He said his time as the Republican governor of heavily Democratic New York shows he can work with his political adversaries.

He said: “I know I can do it, because I did it in New York.”

Oskaloosa Police Back-To-School Safety Tips

It’s hard to believe, but summer is almost over and Oskaloosa students will be returning to school on Tuesday August 25th. Hundreds of students will be gathering at bus stops, walking and riding their bikes to school and crossing busy streets. The Oskaloosa Police Department reminds all motorists to drive with care and watch for children. Cooperation between motorists and children is paramount in making this a safe school year.

The motoring public can help reduce the risk of children going to and from school by:

– Obeying school bus stop laws – it is unlawful to pass a school bus from either direction when red or amber warning signals are flashing. The driver of a vehicle shall stop no closer than 15 feet from the school bus. This law applies to all bus stops, even in town. There are approximately thirty bus stops throughout Oskaloosa, with the largest stops being at all the former elementary schools.

– Avoiding school zones and bus stops during arrival and dismissal times, 7:25 a.m. – 8:00 a.m. & 3:15 p.m. – 4:00 p.m.

– Slowing down in school and residential areas

– Watching for clues that warn of children in the area such as bikes, school buses and school crossing signs

– Clearing fog and snow/ice covered windows before driving

– Obeying all traffic laws

– Never discharge or pick up students in the middle of the road, always pull to the curb and have them cross at the appropriate crosswalk

School Resource Officer Lt. Craig Alexander suggests that all parents instruct their children in the

following areas:

– Good citizenship at their bus stop and school– No “bullying” or “horseplay”

– Safe street crossing practices

– Walk their route to school or bus stop several times before school begins

– Never enter the roadway from between parked cars

– Where there is no sidewalk and it is necessary to walk in the road, walk to the far left side, facing traffic

– Use crosswalks and designated school crossings whenever possible

– If your student drives or rides a bike, constantly remind them to obey all traffic laws

– Remind them of “stranger danger” rules

Remember, children are greatly influenced by their peers and imitate the actions of adults, even if they are poor safety models.

Depth will assist the William Penn women’s cross country team in becoming a contender as it opens competition in a new league this fall.

While the Statesmen were at the bottom of the standings in the 2014 Midwest Collegiate Conference Championships, Coach Sean Gosewisch returns his top talent from last autumn and has brought in a handful of new harriers to hopefully round out a successful squad.

Back in the navy and gold are WPU’s top three runners: Deja Lewis (Jr., Spring, Texas, Psychology), Addison Kepner (Sr., Cincinnati, Iowa, Biology), and Guadalupe Gonzalez (So., Houston, Texas). All three finished in the top 30 at last year’s MCC meet and with a year under their belts, many more high finishes are projected in their future. Kepner came up with the best 5K time of the group at 20:34, while Lewis’ best was 21:03 and Gonzalez’s was 22:26.

Like Kepner, Cindy Walker (Sr., New Sharon, Iowa, Public Accounting) also looks to improve and impress in her final collegiate campaign.

Four newcomers join the fold with Alexys Devlin (Jr., Davenport, Iowa, Physical Education) holding the edge based on prior experience at the intercollegiate level (competed at Scott CC). Destiny Galvin (Fr., Galesburg, Ill.), Lauren Lehman (Fr., Norwalk, Iowa, Undecided), and Kirsti Rankin (Fr., Knoxville, Iowa, Exercise Science) will also improve as they pile on the mileage every week.

Schedule/Conference

The 2015 schedule begins with a trip to South Dakota for the Augustana Twilight on September 4. A conservative racing schedule will include four more competitions before William Penn hosts the Heart of America Athletic Conference Championships on November 7 out at the Lacey Complex. Benedictine (Kan.) looks to defend its crown after rolling to the 2014 title.
