Absentee Ballots for Special School Bond Election Available At Davis County Auditor’s Office

Absentee ballots for the April 5th Special School Bond Election are now available at the Davis County Auditor’s Office. Voters may vote early at the Auditor’s Office in the Davis County Courthouse during the regular office hours of 8 am to 4 pm through Monday, April 4, 2016.

Absentee ballots to be mailed must be requested in writing no later than5:00 pm on Friday, April 1. Absentee request forms are available from the Davis County Auditor’s Office or on the Auditor’s webpage of the Davis County website atwww.daviscountyiowa.org. Forms should be dropped off or mailed to the Davis County Auditor’s Office, 100 Courthouse Square, Suite 2, Bloomfield, IA 52537.

The Davis County Auditor’s Office will pay the postage for all ballots returned by mail. Ballots must be postmarked prior to midnight, Monday, April 4 (the day prior to the election), or may be delivered to the Davis County Auditor’s Office before the polls close at 8:00 p.m. on Election Day.

Kurt Busch Joins ‘Unlimited’ Field

Kurt Busch has joined Chase Elliott on the list of drivers newly eligible for next year’s Sprint Unlimited non-points special event as a result of their qualifying efforts in 2016. The non-points special event features pole winners from the previous season and traditionally kicks off Speedweeks at Daytona International Speedway. Busch was awarded the Number-1 starting spot for this past weekend’s Folds of Honor Quik-Trip 500 at Atlanta Motor Speedway after Kyle Busch’s lap time was disallowed when the defending Sprint Cup champion failed to clear post-qualifying inspection. Kurt Busch finished fourth in Sunday’s race, one spot behind Kyle.

The Busch brothers will now head to their hometown of Las Vegas, Nevada, for Sunday’s Kobalt 400. Kyle won the 2009 race out there and has two poles on the mile-and-a-half oval. Kurt is winless with one pole to his credit. Jimmie Johnson leads all drivers with four wins in Vegas and Jack Roush tops the car owners with seven victories.

USMTS Winter Speedweeks Marches On, Invades Southern Oklahoma Speedway This Week

ARDMORE, Okla. (March 1) — The tireless titans of the United States Modified Touring Series return to battle this week for the fourth and final round of USMTS Winter Speedweeks at the Southern Oklahoma Speedway in Ardmore, Okla.

Through nine incredible nights of racing so far during the 2016 campaign, six different drivers have claimed victory. Ryan Gustin has captured the Friday night feature race each of the last three weekends, and Zack VanderBeek netted two wins at the Heart O’ Texas Speedway near Waco, Texas.

Others wheeling their way into the winner’s circle in February were Rodney Sanders, Jason Hughes, Stormy Scott and Jake Gallardo, who won the most recent main event this past Saturday at the Ark-La-Tex Speedway in Vivian, La.-his career-first under the USMTS banner.

Practice night kicks things off Wednesday, March 2, from 6-9 p.m. with all classes welcome to the open test ‘n’ tune. Admission to the grandstands is free with pit passes $20.

Racing begins Thursday at 7 p.m. with USMTS Modified competitors looking to take home a $2,000 winner’s share of the prize money. Limited Mods will also be racing for $400 to win. Grandstands are $15 for adults and kids ages 6-12 are $5 with children 5 and under free. Pit passes are $35.

On Friday, the first heat race rolls onto the track at 7 p.m. with USMTS Modifieds racing for $3,000 to win, Limited Mods $500 to win and Hobby Stocks $300 to win. Grandstands are $20 for adults and kids ages 6-12 are $5 with children 5 and under free. Pit passes are $35.

Saturday’s USMTS Winter Speedweeks finale starts at 6 p.m. USMTS Modifieds race for $4,000 while Limited Mods pay $600 to win and Hobby Stocks $400 to win. Grandstands are $20 for adults and kids ages 6-12 are $5 with children 5 and under free. Pit passes are $40.

Jason Hughes was the winner in 2008 and 2009 at the track formerly known as Lake Country Speedway, and picked up the win during the most recent event in November to cap off his 2015 USMTS national championship season. Sanders and Stormy Scott each have three wins in Ardmore, Gustin has two and visiting victory lane once are Johnny Scott, Thomas Tillison Jr. and Triston Dycus.

Hughes comes into this week’s blockbuster as the points leader in the Production Jars USMTS Southern Region presented by Day Motor Sports just past the halfway point. He holds a 22-point cushion over Gustin (802 to 780) while VanderBeek lurks in third with 746 markers. The rest of the top 10 are Cade Dillard (744), Jesse Sobbing (630), Scott Drake (602), Austin Arneson (578), Ben Kates (567), Casey Arneson (566) and Bobby Malchus (564)

Input Sought For Permit

MAHASKA COUNTY — A joint public notice has been given in regards to an application to mechanically excavate sand and gravel from a sandbar on an inside bend in the Des Moines River located southwest of Oskaloosa.

The location, specifically in Section 15, Township 74 North, Range 16 West, has been used in the past under a previous DA Permit, which expired in 2008.

The previous permittee did not reapply at that time, but there is an applicant under a new name proposing to use a long reach excavator to obtain material such as sand and gravel materials.

“These materials are used in concrete and a lot of different construction uses,” said Morgan Schuler, whom is named by the US Army Corps of Engineers and Iowa Department of Natural Resources as an applicant for the permit under the name of Manaco. “We just use a backhoe to pull the sand out.”

Schuler said although they are applying as a new applicant, this site has actually been excavated for a number of years.

“We just bought it from another company, I believe they have been doing it since 1999,” he stated during a phone conversation.

Dave Sedivec, director of the Mahaska County Conservation Board, said applications such as these need not always be approved by the county to start.

“They have to get what’s called a 404 permit from the U.S. Army Corps of Engineers and a lot of times it also has to be approved by the DNR,” he said. Section 404(b) refers to the Clean Water Act, which maintains that projects such as these require an assessment of the impact of the proposed activity.

The applicant of this project also requested authorization to work in the floodplain pursuant to Chapter 455B of the Iowa Code and other applicable state permits. However, at no point does Mahaska County have an official say on such an application.

“Especially on the Des Moines River, because it is a navigable stream, there are a lot of different technical rules the applicants go through, but not us,” Sedevic said of the conservation board. “It’s all through the Army Corps of Engineers.

Currently, the U.S. is soliciting public comments in order to consider and evaluate the impacts of project.

“If a landowner were to take issue with it, such as impacting their property value, that’s one concern we may address and forward on to Manaco,” said Albert Frohlich, project manager of the regulatory branch for the US Army Corps of Engineers. “However, this is not a major project and is actually quite routine so I don’t foresee a lot of, if any, comments.” When asked about the project, Mahaska County Supervisor Willie Van Wheeldon said he did not have any knowledge of the proposed sand and gravel site.

According to the public notice, the US Army Corps of Engineers has documented that there is no foreseeable historical or archaeological impacts and no potential impact on threatened or endangered species pursuant to Section 7 of the Endangered Species Act as amended, although no consultation has been initiated with the United States Fish and Wildlife Service at this time.

The public review kicks in today, Mar. 1, and will be open to commentary until Mar. 21. Folds Of Honor Quik-Trip 500

Jimmie Johnson pulled away from the field on an overtime restart Sunday and was first to the white flag as a four-car accident unfolded along the backstretch – ending the race under caution and leaving Johnson with his seventy-sixth career win that ties the late Dale Earnhardt for seventh place all-time. Most of the race was caution-free with just one yellow flag in the first 323 laps. With Johnson in the lead less than two laps from completion of the scheduled distance, Ryan Newman’s spin brought out just the second caution of the day that would force overtime. Johnson pushed his Number-48 Hendrick Motorsports Chevrolet in front of Kyle Busch coming out of the final restart, and put some distance between himself and the defending series champion before the day’s final caution ended the race. Dale Earnhardt Junior finished second, giving Hendrick Motorsports a sweep of the top two spots.

Busch finished third, one position ahead of older brother Kurt – who had started from the pole. Carl Edwards completed the top five … Kevin Harvick started sixth and led a race-high 131 laps before settling for sixth place. Daytona 500 winner Denny Hamlin finished sixteenth in his bid to become the first driver with back-to-back season-opening victories in the Sprint Cup Series since Matt Kenseth in 2009.

Chase Elliott was the highest-finishing rookie in the forty-car field, running eighth … Sunday’s race marked the debut of NASCAR’s 2016 low-downforce rules package. It produced twenty-eight lead changes, identical to last year’s race at Atlanta Motor Speedway.

Jake Gallardo Gathers First USMTS Victory In Cajun Clash Finale

VIVIAN, La. (Feb. 27) — Jake Gallardo’s first USMTS triumph happened 875 miles from home Saturday night when he captured the feature win in the 5th Annual USMTS Cajun Clash presented by Horseshoe Bossier City.

Just five days shy of his 23rd birthday, the second-generation driver from Las Cruces, N.M., parlayed a front row start into a wire-to-wire win in the 50-lap finale at the Ark-La-Tex Speedway in Vivian, La.

“After the weekend we’ve had so far, this is sure a good way to end it,” said Gallardo, who failed to advance to the main event on Thursday or Friday. “We’ll take this one.”

A trio of early-race cautions slowed the momentum early on, but after the 13th lap the green remained out until the yellow returned with six laps to go when fifth-running Cade Dillard slowed with a flat tire.

After another quick caution before a lap could be completed, the race resumed with fellow New Mexico racers Stormy Scott and Johnny Scott trailing Gallardo and looking for a way around but Gallardo nailed a flawless restart and rode his momentum for the last six laps to score the $4,000 winner’s share of the prize money.

“The cautions actually helped me out quite a bit,” Gallardo admitted in victory lane. “I knew Stormy was right there and when we got to lapped traffic my line was so good I was worried about changing my lane to pass them. I think something broke on that final restart. I was just hanging on at the end.”

Sure enough, closer inspection revealed a broken pull bar on Gallardo’s No. J17 machine.

Stormy Scott, who dominated Thursday’s feature race, settled for the runner-up paycheck while twin brother Johnny remained third at the finish line.

Rodney Sanders was fourth and Chris Brown finished fifth. Rounding out the top ten were Ryan Gustin, Chris Henigan, Zack VanderBeek, Jason Hughes and Jason Ingalls.

An open practice session from 6-9 p.m. kicks things off next Wednesday, March 2, at the Southern Oklahoma Speedway in Ardmore, Okla., for the fourth and final tripleheader weekend of USMTS Winter Speedweeks. Admission to the grandstands is free with pit passes $20.
