The Ottumwa Police Department has received a $15,000 grant from the Legacy Foundation to buy bullet proof vests for the Department’s Emergency Response Team.  Ottumwa Police Chief Tom McAndrew tells the No Coast Network these vests are made of a heavy duty material which can handle more impact from gun fire than regular bullet proof vests.
