Local Option Sales Tax Informational Meeting Explains Process

The Mahaska County Farm Bureau sponsored an informational meeting on the process of the Local Option Sales Tax Thursday night at the ISU Extension office in Oskaloosa.

Tim Johnson from the state Farm Bureau office in Des Moines was the speaker who went through the entirety of the process. The Local Option Sales Tax (LOST) has been in the headlines recently in Mahaska County, as it has been 15 years since the last election.

There are 11 jurisdictions that will have separate votes on the LOST that can be used. The current estimate of funds from the tax should all 11 jurisdictions pass it will be around $2.17 million. Oskaloosa creates 90{99cd714f394079a7f0ed2eb1518dd31342ff3ceb5b6c267c3ad8acd5b5a7d66b} of the county’s revenue, so should Oskaloosa not pass the tax, there would only be around $220,000 for the rest of the county to share for various purposes.

The distribution shares are decided by population. The current distribution shares see Oskaloosa receiving 47.2 percent of the tax. The Mahaska County Board of Supervisors oversee the rural area of the county, which has 39 percent of the shares. New Sharon gets 4.7 percent, and the rest of the county’s small towns receive 9.1 percent.

By the estimates, Oskaloosa will get about $1.2 million dollars in the tax this year, and the Board of Supervisors will control about $800,000, should all jurisdictions pass the tax.

The tax must come to a vote if a petition is passed with five percent of the county’s voters signing it. Such a petition was brought to the Mahaska County Auditor’s Office a few weeks ago.

The ballot language must be set for each jurisdiction by the end of February to give a full 60 days for voters to know the language ahead of the May 3rd special election.

The new tax will begin on January 1, 2017, should it pass at each jurisdiction. The current tax will expire on December 31, 2016. If the vote fails, there is still time for each jurisdiction to change the ballot language and have a new vote, as long as there is 60 days in between the language announcement and the special election.

When the tax appears on the ballot, the precise percentages for each project or fund will be listed along with the term of the tax, and the public will vote “yes” or “no” to the tax. The tax will be one penny per dollar.

There are ways that each jurisdiction can repeal their tax, but any change in the tax can go in effect on the January 1 or July 1 following the change.

The LOST has come into the public’s eye in Mahaska County due to a disagreement on where the funds should go, specifically the portion that is controlled by the Mahaska County Board of Supervisors.

There was no discussion of the potential uses for the tax at this meeting.

The City of Oskaloosa has jumped on board with a proposed Recreation and Early Childhood Education Facility that will upgrade the YMCA. Supporters state that this new facility will be a major recruiting tool in the efforts to grow Oskaloosa and the rest of Mahaska County.

For the project to be completed, however, the committee overseeing the project has stated that there needs to be financial support coming from the Board of Supervisors. The Supervisors, specifically Mark Doland and Mike VanderMolen, have stated that they are not sure that the facility will ever be self-sustaining, and that this was a prime opportunity to fund the Environmental Learning Center by Caldwell Park and continued work on the county roads around the county.

The debate will continue until the ballot language must be completed in February. The special election is set for May 3rd. We will have continuing coverage on the topic on KBOE Radio and on kboeradio.com.

New High School Wrestling Rankings Released

The latest High School Wrestling rankings were released Thursday by ThePredicament.com and as expected several area wrestlers are ranked among the three classes. Here’s the rundown:

In Class 1A, Briar Cochran of Moravia is #4 at 132, Lane Boender of Sigourney/Keota is 5th at 145, Zach Axmear of English Valleys is 2nd at 152, Kaleb Reeves of Sigourney/Keota is 9th at 182, and Noah Boender of Sigourney/Keota is 7th at 195.  Sigourney/Keota is also ranked 8th in Class 1A Dual Team rankings.

In Class 2A, freshman Aden Reeves of Albia is the top ranked wrestler at 106, Duncan McCain of Mid Prairie is 5th at 113, Bryce Leshen of Albia is top ranked at 145 while teammate Blake Lawless is 2nd at 152 and PCM Freshman Wes Cummings  is 8th.   Visouth Peterschmidt of Mid-Prairie is ranked 7th at 195, while teammate Levi Duwa is 6th at 220. Heavyweight Carter Isley of Albia is the 3rd top ranked Blue Demon wrestler while Brock Caviness of Knoxville is 2nd and Ben Kincart of Davis County is 8th.  Albia is the top ranked team in the State Tournament Class 2A Team rankings while they are 9th in the Dual Team rankings.

In Class 3A, Ottumwa’s Wyatt Schlotter is ranked 10th at 152, Jason Beebe with his 16-0 record has finally cracked the rankings at 170 in 9th, Isaiah Cox of Ottumwa is 4th at 182, and Callan Tomlin of Oskaloosa is 6th at 220.

Brad Paisley Makes Surprise Visit To The Grand Ole Opry

Brad Paisley made a surprise visit to the Grand Ole Opry on Saturday Night (1/2) to honor one of his best friends, Opry star Little Jimmy Dickens. Paisley’s visit marked the one-year anniversary of Dickens’ death on January 2nd, 2015 at the age of 94. Paisley sang some of Dickens’ best known tunes.

Ex-Congressman Tom Latham Of Iowa Says He Has Form Of Cancer

DES MOINES, Iowa (AP) — Former U.S. Representative Tom Latham of Iowa says he has been diagnosed with a form of cancer.

The former Republican congressman wrote on his public Facebook page Wednesday that he was diagnosed recently with a form of lymphoma. His post, which he linked to his verified Twitter account, says he is working with doctors and there’s a treatment plan. He didn’t release more information.

The 67-year-old Latham says in the Facebook post that he is confident he could “beat this and be back to full speed soon.”

Latham was first elected to Congress in 1995, and he retired in 2015. He represented different sections of Iowa during his multiple terms.

Kip Moore’s “Running For You” Is Climbing Up The Charts

Kip Moore is climbing up the chart with his current single “Running For You.” Moore tells the boot, “I think, growing up, we use that word carelessly and recklessly: you want to put those people in a box that you think you love. You want to keep a level playing field because that makes you feel secure in yourself.”

Oskaloosa Falls in Doubleheader at DCG

The Oskaloosa Indians were in action last night in conference play against Dallas Center-Grimes, and it didn’t end well after a couple of very different games.

The girls’ game got the action started, and Oskaloosa was already shorthanded with multiple players out who are normal parts of the rotation.

Osky would commit 15 first quarter turnovers as DCG dominated play en route to a quick 26-4 lead. It was smooth sailing for the Fillies from there, as they would coast to a 67-23 lead. DCG is now 8-2 on the year and in the mix to win the Little Hawkeye Conference, and Oskaloosa is now 0-6.

There were still a couple of very intriguing storylines for Osky, as Alexis Westercamp led all players in the game with 18 points and 7 rebounds. Maybe the most interesting storyline moving forward involves two new call-ups to the varsity roster.

Lindsey Holmberg and Marleigh DenBerger made their varsity debuts last night and immediately contributed good minutes. Both are looking to continue their growth at the JV level this season, but Head Coach Steve Kaisand thinks both can grow and be good contributors for the Indians this year.

The boys’ game was next, and it was a defensive struggle between two teams who had very different makeups despite very similar statistics.

Both teams had a hard time getting anything going offensively in the first half, as turnovers plagued both teams due to very aggressive defense. The halftime score was 21-18 in favor of the Mustangs.

The two teams battled neck and neck in the third quarter, and started the fourth with the same three point margin, as DCG led 33-30.

Early in the 4th quarter, however, Oskaloosa had its first real lapse of the game, and over a two minute span, DCG increased their lead to a game-high ten points with just over five minutes remaining, and Oskaloosa wouldn’t be able to trim the deficit inside of three possessions. Following several free throws down the stretch DCG got the win, 51-38. Osky is now 3-4, and DCG is 6-3.

Jack Moore and Spencer Tucker paced Oskaloosa with 9 points each, while Wade Votroubek had his best game in a few weeks with an 8 point, 10 rebound showing.

Oskaloosa will be back in action on the hardwood this Friday night on the road for another Little Hawkeye Conference doubleheader. They will face a couple of improved Newton teams on the road.
