“Plan Osky,” Oskaloosa’s Draft Comprehensive Plan, Now Available for Public Viewing

This month is Community Planning Month in the city of Oskaloosa, and the draft comprehensive plan named “Plan Osky” is now available for public viewing.

According to the document, Plan Osky serves as a “road map and vision for Oskaloosa’s future.” Some of the headlining goals and priorities of the plan include preparing for “expanding its industrial base, a new regional airport, and highways, all while increasing mixed-use development and economic diversity” by bolstering community spirit, mobility, and accessibility, improving the parks and recreation landscape, and driving economic growth.

Complete editions of the draft comprehensive plan for the city of Oskaloosa can be found at PlanOskaloosa.com, with contact information available for public feedback before approval meetings begin in November.

House Fire on Adella St. in Ottumwa

OTTUMWA — At approximately 5 p.m. Tuesday October 18, 2022 the Ottumwa Police Department responded to 611 S. Adella to perform a welfare check on the elderly male that lives at this address. On arrival the responding officer smelled smoke and noticed the windows were black, the officer then called for the fire department to respond. The fire department arrived on scene at approximately 5:05 p.m. and made entry into the home to find the male occupant of the home deceased.

The fire, which had self-extinguished due to lack of available oxygen, was located in the living room of the home. The cause of the fire was determined to be a propane heater in the living room, which ignited nearby combustibles. The exact time of the fire is unknown.

Two smoke alarms were present, however, there were no batteries in one and the other had a dead battery; therefore both alarms failed to operate. The deceased male was identified as Jerry Lee Blomgren, 79, of this address. The body has been transported to the Iowa State Medical Examiner for an autopsy.

Reba McEntire Calls Boyfriend The ‘Love Of My Life’

Reba McEntire is happy in her relationship with boyfriend Rex Linn, and says that spending time apart during COVID helped make their relationship stronger.

“He was in Los Angeles, and I was in Oklahoma because my Mama had just died,” she tells “People.” “We didn’t get to see each other from March to June, but we’d talk over Zoom and FaceTime four to five times each day,” noting, “We created a bond and an intimacy that was getting to know each other without being physical.”

And while Reba admits she “really wasn’t interested in finding love again,” after her 26-year marriage to Narvel Blackstock ended, she now says Rex is “the love of my life,” adding, “We’re pretty much inseparable.”

Biden to release 15M barrels from oil reserve, more possible

WASHINGTON (AP) — President Joe Biden will announce the release of 15 million barrels of oil from the U.S. strategic reserve as part of a response to recent production cuts announced by OPEC+ nations. That’s according to senior administration officials who spoke on the condition of anonymity to outline Biden’s plans. The Democratic president on Wednesday will say more oil sales are possible this winter, as his administration rushes to be seen as pulling out all the stops ahead of next month’s midterm elections. Biden in March authorized the release of 180 million barrels that was supposed to occur over six months. The strategic reserve now contains roughly 400 million barrels of oil, its lowest level since 1984.

Iowa’s Absentee Voting Period Begins Today

DES MOINES – Iowans can begin casting ballots for the 2022 general election today, which is the start of the absentee voting period. It marks the first day Iowans can vote in person at their county election office and the first day auditors can mail absentee ballots to voters who requested them.

More than 144,000 Iowans have requested an absentee ballot so far. The deadline to request one to be mailed is Monday, October 24.

Absentee ballot request forms are available at VoterReady.Iowa.gov. You can also track the status of your request and ballot at that site. County auditors must receive your absentee ballot by 8 p.m. on Election Day, which is Tuesday, November 8.

Ottumwa City Council Approves Gas & Electric Franchise Fees

The Ottumwa City Council met last night and after a process lasting several months, the council approved the third and final consideration of an ordinance instituting a franchise fee city-wide on gas and electric utilities. The fee, which will initially equate to 3% of gas and electric bills, will supplement the city’s general fund and the council says revenue will go toward making city staff wages competitive as well as additions in public safety positions such as police and fire department employees.

The council also weighed the rezoning of a property up for voluntary annexation on Hutchinson Avenue which was recently purchased by Dollar General. Citizens spoke out against the possible development of a Dollar General, citing the two already existing Dollar General locations in the city, but councilmember Mark Roe clarified that the city doesn’t have a hand in the purchase of the property.

Ultimately, the second consideration of the rezoning ordinance passed unanimously and development is scheduled to begin within two years if the third consideration is passed in November.

Central College Hosts World Food Prize Lecture Convocation, Oct. 20

PELLA, IA — Madhura Swaminathan, daughter of the first World Food Prize Laureate M. S. Swaminathan, will present Central College’s annual World Food Prize Lecture at 11 a.m. Thursday, Oct. 20, in Douwstra Auditorium on Central’s campus.

The World Food Prize Laureate Lecture Series brings the innovative discussions of the Norman E. Borlaug International Dialogue to Iowa’s educational communities and the broader public to engage citizens, students, teachers and community leaders in a vibrant exchange of ideas and information. The World Food Prize collaboration with Iowa’s educational institutions and businesses builds public awareness of those issues related to agriculture, agribusiness, food, nutrition and health, and further helps to support cultural and educational opportunities within the state.

“We are excited to have Professor Swaminathan on campus to address our first-year students on issues pertaining to food security, agriculture and rural development,” says Jay Wackerly, associate professor of chemistry. “World Food Prize Lecture speakers have been frequently welcomed to our campus because they live out the Central mission and values of engaged citizenship.”

Swaminathan currently serves as a professor and head of the economic analysis unit at the Indian Statistical Institute in Bangalore, India. She serves as chair of the M.S. Swaminathan Research Foundation and is an advisor on the World Food Prize Council of Advisors. Swaminathan received her Ph.D. in economics from the University of Oxford and has worked on issues of food security, agriculture and rural development for over 25 years.

She was a member of the Government of India’s High-Level Panel on Long-Term Food Security and served on the committee of development policy of the economic and social council of the United Nations from 2013 to 2015. She has authored numerous books and publications and most recently she was a contributing author of the report on “Multi-stakeholder Partnerships to Finance and Improve Food Security and Nutrition in the Framework of the 2030 Agenda” by the High-Level Panel of Experts on Food Security and Nutrition of the Committee on World Food Security in Rome.

The World Food Prize is an international award recognizing individuals who have increased the quality, quantity or availability of food in the world. Central has proudly hosted the lecture for years in conjunction with the World Food Prize Conference in Des Moines, Iowa. The World Food Prize Laureate Award Ceremony will be at 7 p.m. Thursday, Oct. 20, in Des Moines.

Jana Kramer Reveals Husband Cheated With More Than 13 Women

Jana Kramer divorced husband Michael Caussin back in April of 2021, because of his infidelity and now she’s opening up about just how bad his cheating had gotten.

In an appearance on “Red Table Talk,” host Jada Pinkett Smith asks “Over time you found out he cheated with 13 women?” and her reply was “more.”

“I know we’re both in better situations, but I think about this year my kids won’t wake up in my house Christmas day,” she tearfully shares. “That one’s gonna hurt.” Jana adds that it’s “not fair” to her kids but also not fair to her either explaining he “took away my dream, too, of what I wanted for my family.”
