Year-round sales of gasoline mixed with 15{99cd714f394079a7f0ed2eb1518dd31342ff3ceb5b6c267c3ad8acd5b5a7d66b} ethanol OK’d

OMAHA, Neb. (AP) — The Trump administration is following through on a plan to allow year-round sales of gasoline mixed with 15{99cd714f394079a7f0ed2eb1518dd31342ff3ceb5b6c267c3ad8acd5b5a7d66b} ethanol.

The Environmental Protection Agency announced the change Friday, ending a summertime ban imposed out of concerns for increased smog from the higher ethanol blend. The agency had proposed the change in March.

The change also fulfills a pledge that President Donald Trump made to U.S. corn farmers, who see ethanol as an important driver of demand for their crops. Oil refineries have been seeking exemptions from government requirements to include ethanol in their fuel mixes.

Environmental groups contend the U.S. Clean Air Act prohibits year-round sales of E15, and court challenges are expected. Bill Wehrum, assistant administrator of the EPA’s Office of Air and Radiation, said Friday the agency is prepared to win a court fight.

Wehrum said Friday in a conference call with reporters that if the agency believed the change ran afoul of the Clean Air Act, “we wouldn’t have done it.”

Federal law for more than a decade has mandated that oil refineries mix ethanol into their fuel. The Trump administration’s former EPA chief, Scott Pruitt, had angered lawmakers, growers and ethanol processors in Iowa and other key election states by granting a spate of exemptions sparing refineries from that mandate.

The dispute sparked a billboard campaign and at least one tractor rally by angry farmers in the Midwest last year, threatening to erode what has been a base of support for Trump.

The change removes a barrier to wider sales of E15 and is expected to expand the market for ethanol — although immediate effects on the market are expected to be minimal. Only about 1,000 to 1,500 of more than 150,000 U.S. gas stations currently sell the higher-ethanol blend, Wehrum said.

“It’ll take some time” to see an overall jump in E15 sales, he said.

Friday’s announcement was widely lauded by Midwest lawmakers, farm groups and the biofuel industry.

“Our corn farmers are experiencing a perfect storm of economic and weather difficulties. This is a sign that the skies could be clearing,” said Ted Mottaz, a farmer from Elmwood, Illinois, and president of the Illinois Corn Growers Association.

Brooke Coleman, executive director of the Advanced Biofuels Business Council, said in a statement that the EPA deserves credit for making the change ahead of this year’s summer driving season.

“Year-round E15 opens up a vital new market, where innovators in advanced and cellulosic biofuels will have space to grow alongside American farmers,” Coleman said.

The EPA move also implements a regulatory change in the ethanol program intended to curb what the oil industry believes in price manipulation in the ethanol program. Wehrum said the regulatory change makes more transparent how ethanol tax credits are applied by ethanol blenders.

Iowa Supreme Court affirms Dakota Access pipeline project

DES MOINES, Iowa (AP) — The Iowa Supreme Court says a crude oil pipeline running across Iowa was legally permitted to be built dashing the hopes of a group of farmer landowners who wanted the pipeline moved off their land and an environmental group that wanted it shut down.

The farmers and the environmental group Sierra Club of Iowa claim the Iowa Utilities Board illegally issued a permit for the Dakota Access pipeline which has been carrying oil since 2017.

A majority of the court concludes the use of eminent domain for an oil pipeline is not unconstitutional simply because it passes through without taking on or letting off oil. The court says the pipeline permit was lawfully issued.

The landowners claim the pipeline carrying oil from North Dakota to Illinois provides no benefit to Iowans so forced taking of land to build it is unlawful.

New Environmental Learning Center Grand Opening Today

A Grand Opening celebration will be held today at the New Environmental Learning Center, located at 2343 Hwy 92 West in Oskaloosa,  between the hours of 4:00 p.m. and 6:00 p.m.  Visitors will have the opportunity to check out the Environmental Learning Center and and learn what the Mahaska County Conservation Board has to offer with this new building.  Bring your family and look at all the displays, enjoy refreshments and meet the staff.  There will be a flag ceremony at 4:00 p.m. with a ribbon cutting immediately thereafter.  A cornerstone placement by the Masonic Lodge will be conducted at 5:30 p.m.

Luke Bryan Announces Dates For 2019 Farm Tour

Luke Bryan will once again be bringing his show to farms across the country this fall. Luke has just announced dates for his 2019 Farm Tour, hitting six cities starting September 26th at the Statz Bros.  The trek will also hit farms in Richland, Michigan; Pleasantville, Ohio; Louisburg, Kansas; Douglass, Kansas; and Norman, Oklahoma.

The objective of Luke’s annual Farm Tour is to raise awareness of farming communities in the U.S. The tour also provides scholarships for families in those areas.

Meanwhile, Luke is set to kick off his “Sunset Repeat” tour tonight in Camden, New Jersey, featuring special guests Cole Swindell and Jon Langston.

Luke will also perform at the Iowa State Fair in Des Moines on Friday, August 16th.

This day in 1991, Tracy Lawrence shot during robbery attempt

This day in 1991, Tracy Lawrence left a Nashville studio in the early morning hours to celebrate finishing recording his first album, “Sticks and Stones.” A few hours later, he and a female friend were robbed at gunpoint — Tracy was shot four times.

Only hours after completing the recording of his debut album, Sticks and Stones, Tracy was shot four times as he heroically defended a woman friend against three muggers.

When it became obvious the thugs were going to rape his companion and kill them both, Tracy grabbed at one of the weapons. All three muggers fired at him and Tracy took four bullets in the hand, arm, hip and knee.

Tracy said in an interview in 1996: “I decided I’d rather go down fighting,” Tracy said. “The bullet that’s still in my hip missed a main artery by a tenth of a millimeter. If it had severed, I would have bled to death in three minutes. I’m lucky to be alive. I had nightmares about it for a long time.”

Marion & Wapello Counties declared disaster areas

Iowa Governor Kim Reynolds has declared Wapello and Marion Counties plus eight other Iowa counties to be disaster areas in response to heavy rains, straight line winds, hail, tornadoes, widespread flooding and flash flooding that began May 17.  Qualifying residents can receive up to $5000 through the Iowa Individual Assistance Grant Program….and help is also available through Disaster Case Management. Start Times Set For Select Iowa Football Games

IOWA CITY, Iowa – – An evening start time for the opening game of the University of Iowa football season has been announced by the Big Ten Conference and BTN, ESPN, and FOX television networks. Iowa will host Miami, Ohio, at 6:30 p.m. (CT) on Saturday, Aug. 31, with the game airing nationally on FS1. Start times for seven Iowa contests were announced Thursday, including three of seven home games.

Following the opening game, the Hawkeyes host Rutgers at 11 a.m. (CT) the following weekend to open Big Ten Conference action, with that contest also airing on FS1. Iowa’s final non-conference contest against Middle Tennessee State on Sept. 28 will be televised on ESPN, ESPN2, or ESPNU, with that start time to be determined. The Hawkeyes have an open date on Sept. 21. Iowa hosts Purdue in its annual Homecoming game at 11 a.m. (CT) on Oct. 19.

The annual Iowa Corn Cy-Hawk Series game at Iowa State on Sept. 14, will have a 3 p.m. (CT) start time and will also be televised on FS1.

The Kinnick Edge Kickoff game, presented by the Eastern Iowa Airport, opens the season Aug. 31, featuring the opening of the new north end zone. Iowa will unveil a new videoboard and amenities that include additional restrooms, wider concourses, and new concessions in the completely new north end zone.

FryFest is also part of opening weekend. Slated for Friday, Aug. 30, FryFest is held at the Iowa River Landing and celebrates everything Hawkeye. The National Iowa Varsity Club will celebrate the 2019 Hall of Fame class throughout the weekend, and Aug. 31 is also the annual Extra Yard for Teachers Day as Iowa salutes teachers from around the state.

Iowa’s Big Ten opener against Rutgers (Sept. 7) is the Fight for Iowa game, presented by UICCU. Halftime will feature a return visit by country artist Pat Green to celebrate the Hawkeye Wave. Green and the Hawkeye Marching Band will present a show recognizing those in the University of Iowa Stead Family Children’s Hospital. Fans are encouraged to wear Fight for Iowa gear.

The Middle Tennessee State game is the Harvest Kickoff Gold Game, presented by REG bringing awareness to farm safety. Halftime will feature a youth spirit performance with the Hawkeye Marching Band and spirit squads. Fans are encouraged to wear gold.

The Homecoming contest versus Purdue is presented by Wellmark. Fans are encouraged to wear throwback gear and celebrate the history of Hawkeye football and welcome alumni back to campus.

The Hawkeyes will be the Homecoming opponent at Michigan (Oct. 5) and at Northwestern (Oct. 26), with both games starting at 11 a.m. (CT). The Heroes Game at Nebraska (Nov. 29) to close the regular season will kick off at 1:30 p.m. (CT) on BTN.

Kickoff times for remaining games will be announced no later than 12 days prior to the game, per the media rights agreements between the Big Ten Conference and its television partners.

The Latest: 200 Illinois guardsmen deployed amid flooding

FORT SMITH, Ark. (AP) — The Latest on flooding affecting parts of the United States (all times local):

10:45 a.m.

Gov. J.B. Pritzker has deployed 200 members of the Illinois National Guard to respond to flooding along the Illinois and Mississippi rivers.

Pritzker on Thursday said another 200 Illinois National Guard members are on standby. He says the flooding is a “grave” and “urgent” situation.

The governor’s action comes as National Weather Service forecasts predict record or near-record crests along the Mississippi and Illinois rivers in the coming week.

The weather service says the Illinois River at Valley City is forecast to crest Monday at 27.3 feet (8.32 meters). The record crest in the tiny village north of Interstate 72 is 27 feet (8.23 meters).

State officials say they’re using 2 million sandbags to hold water back. They say they want to preserve evacuation routes, so priorities include protecting levees and preventing road closures and bridge failures.

Officials in western Arkansas are carefully watching a levee that’s beginning to deteriorate because of the overflowing Arkansas River.

The Van Buren Police Department says a portion of the levee system in rural Crawford County is “showing signs of significant leakage and deterioration” because of record flows from the river.

The area is near Fort Smith, where historic flooding is occurring because of a rush of water headed downstream from Oklahoma and Kansas.

Police say the Van Buren levee is still functioning but there is a risk of a breach. The National Weather Service predicts the river will remain above record levels in western Arkansas for at least several days.

In Oklahoma, water levels are slowly dropping on the Arkansas River near Tulsa but widespread flooding remains.

Illinois Gov. J.B. Pritzker is activating the Illinois National Guard to respond to recent severe flooding.

Pritzker is holding a Thursday morning news conference at the Illinois Emergency Management Agency in Springfield with Adjutant General Richard Neely and others about the planned activation.

The update comes a day after Madison County in southern Illinois was declared a disaster area and National Guard help was sought to aid in flood-fighting efforts. County Board Chairman Kurt Prenzler said the disaster exists due to record-breaking flooding along the Mississippi River.

Emergency management officials say agencies are pre-positioning equipment near levees and the county has sent its sandbagging machine to Alton. High water has forced some bridges across the Mississippi River to close between Illinois and Missouri, causing detours for some motorists.

Body found in Iowa City believed to be that of missing man

A body found this afternoon in Iowa City is believed to be that of a missing Iowa City man, according to Iowa City Police.

The Iowa City and Coralville Fire Departments, along with K9 Alliance of Iowa, conducted an organized search on Wednesday afternoon in parts of Iowa City. At around 1:19 p.m., they discovered a body in a wooded area south of Whiting Avenue and west of Kimball Road.

The body is believed to be that of Nikolai “Niko” Stielow, 21, who had been missing since Saturday night.

Authorities do not suspect foul play at this time, but the investigation is ongoing. An autopsy will be conducted by the Johnson County Medical Examiner to determine the cause of death.

Police said that the family of Stielow would like to thank all who have assisted in helping search for him over the past few days, but otherwise request privacy at this time.

One injured in Poweshiek County tornado

One person was injured after a tornado moved through Poweshiek County Wednesday night (5/29).  The National Weather Service says a tornado was confirmed on the ground about two miles southwest of Barnes City and Deep River shortly after 7pm.  The tornado lifted off the ground and returned to the ground three times.  Poweshiek County Emergency Management Director Brian Paul talks about the amount of damage.

“Two properties were damaged in rural Montezuma.  Both of them were just outbuildings, shop type buildings.  No homes were significantly damaged.  One injury was reported from this tornado.  But those injuries were very minor and not life-threatening at all.”

The injured person’s name has not been released.  A preliminary report from the National Weather Service has determined the tornado was an EF-1 with peak winds of 95 miles an hour, just under ten miles long and 20 yards wide.
