Board Of Supervisors Meeting Was Brief

OSKALOOSA — The Mahaska County Board of Supervisors meeting was brisk and uneventful.

The Tuesday, July meeting, which normally occurs on the first and third Monday each month, was not held on Monday due to the Independence Day holiday. Chairman Willie Van Weelden was absent.

Lasting fewer than fifteen minutes, Vice Chair Mike Vander Molen and Supervisor Mark Doland adhered to the agenda.

Following a moment of silence and approval of the agenda, minutes from the June 20 and 23 meetings were approved, as were the bills from June.

The Auditor’s fourth quarter report was accepted.

Resolution number 2016-07-13, sale of real estate, was approved. “I believe this came from the county attorney and relates to parcels formerly known as the county farm,” said Vander Molen.

Appropriations for fiscal year 2017 were approved. “They’re at 100 percent,” said Auditor Sue Brown. Doland made the motion to approve the resolution for appropriations.

The resolution to approve operating transfers for fiscal year 2017 were approved. “This is to move some money around in different funds, the general basic to secondary road fund, and rural services to secondary roads,” said Vander Molen. “We make these transfers every year to support our secondary road system, and really we max out what we can transfer. As long as I’ve known, we have had that policy.”

Salaries were approved for fiscal year 2017. “These salaries were based on what we decided at budget time,” said Vander Molen. “And probably also what we approved at the last couple of meetings for secondary roads and based on the contract with the law enforcement; so they’re all commensurate with what we have discussed before.” Mark Doland made the motion to approve.

There were a number of payroll changes to discuss. One person was removed and one was added to the Sheriff’s department. Also, there were two vacancies in the Secondary Roads department, one due to retirement, the other due to moving. The payroll changes were approved.

As far as the Secondary Road vacancies, Dave Shanahan, county Engineer, said they’ll get started advertising for the positions, in-house first.

The next item on the agenda was to certify cost allocation plan – Targeted Case Management – for fiscal year 2017. There were no changes, and the item was approved.

The board authorized the signature to bind coverage of the governmental entity crime policy. The three-year agreement was approved.

Due to Van Weelden’s absence, the consideration to approve the exception to policy to include Targeted Case Management treatment was tabled for the next Board of Supervisors meeting.

Updates were heard for the Compensation Commission. “This is for the commission that helps set compensation in the case of eminent domain,” said Vander Molen. There are several vacancies on the commission, in several categories.

“I just wanted to put it on so you guys can be working on it,” said Brown. “Like you say, a few are gone, moved, or have passed away; we just need to keep it updated.”

Finally, the floor was opened to public comments, of which there were none, and the meeting was adjourned.

The next Board of Supervisors meeting will be on Monday, July 18 at 9 a.m.

July 6th: On This Day

On this day in 1991, Alan Jackson enjoyed his second #1 hit with “Don’t Rock the Jukebox”. “Don’t Rock the Jukebox” was the lead single from the album of the same name. The song received an ASCAP award for Country Song of the Year in 1992 and would be covered by Alvin and the Chipmunks later that year.

The Band Perry’s Concert Postponed Due To Security Concerns

Security concerns forced The Band Perry to postpone their scheduled show in Selbyville, Delaware, on Sunday (7/3). According to the Delaware News Journal, two men made “alarming statements” to a front-desk employee at the Bayside resort’s welcome center which led to a joint decision by local authorities, event organizers, and the band’s management to call off the show. Officials haven’t shared what the two men said to the employee to cause the alarm. The Band Perry released a statement on Facebook that said the concert had been postponed due to “heightened security concerns” and has been rescheduled for August 17. Their message then said, “While we are sad we don’t get to see you tonight, we love you and consider your well-being and security our top priority. We’ll see you soon.”
One of the men – 35-year-old Dzmitry N. Papou — turned himself into authorities on Monday night (7/4) after photos of him and another man were released by local media. Papou was charged with felony terroristic threatening and was released on bail. Authorities say the second man has been identified, but hasn’t been arrested yet.

Moravia Sneaks Past Twin Cedars, Faces Cardinal In Quarters

The High School Softball Post Season got underway last night in Class 1A Region 5 on the Mahaska Zone Network as Twin Cedars travelled to Moravia.  Coming in Twin Cedars was the heavy underdog after a regular season record of just 3-20 and a 9-0 loss a couple weeks ago to 17-9 Moravia, however the Sabers gave the Lady Mohawks everything they could handle before a 6th inning rally gave Moravia the 3-2 win and a trip to tonight’s regional quarterfinals at home versus Cardinal who was a 17-1 winner over Moulton-Udell last night.  Moravia pitcher Autumn McDanel was phenomenal striking out 18 of the 28 batters she faced, but early on Twin Cedars took advantage of a few rare miscues in the Lady Mohawks defense.

The Sabers plated two runs in the 2nd inning after a leadoff walk and a hit batsmen then an RBI single by Kelly Spaur and a wild pitch. Holding a 2-1 lead, Twin Cedars wasted a leadoff double and a walk and couldn’t score in the sixth, then Moravia answered with a two-out rally in the bottom half of the sixth. Cheyenne Maddy led off with a single, then with two outs Peyton Rogers singled and Emily Moore became the hero ripping a stand up double to the center field  fence that scored two and put the Lady Mohawks in front 3-2. McDanel then did her job and struck out the side in the seventh to secure the win for Moravia. Jensen Hastings suffered the loss allowing seven hits with no strikeouts or walks while the Sabers defense committed a couple costly errors and Twin Cedars finishes the season at 3-21. McDanel allowed just 3 hits while striking out 18 and walking 3 and hitting one batter.

Moore finished 2 for 3 at the plate with two doubles and 2 RBI while Cheyenne Maddy was 2 for 2 at the plate for Moravia who improved to 18-9 overall and now hosts Cardinal tonight at 7 PM in a 1A Region 5 quarterfinal.  You can hear tonight’s game with Jamie Brockman on 99.5 FM/740 AM KMZN, the KMZN mobile app, and radiokmzn.com with the pre-game starting at 645pm.

Toddler Found Unresponsive In Mahaska County

Last night at approximately 6:44 in the evening, Mahaska County 911 Center took the report of a 2 year-old female that had been found in a family pond unresponsive.

Medical and law enforcement personnel responded to northern Mahaska County, where CPR was already in progress.

The female was transported to Mahaska Health Partnership where the 2 year-old was pronounced deceased.

No other details have been released from the Mahaska County Sheriff’s Office.

A Dream Come True – Chris Janson

Chris Janson realized a lifelong dream recently when he got to see his stuff on display at the Country Music Hall of Fame and Museum in Nashville. Janson was at the Hall of Fame to get a personal tour of the ACM Gallery exhibit, which contains an entire case filled with items from his life and career. Some of the artifacts on display include his signature Fender harmonica, his first #1 plaque and a vintage Yamaha guitar signed by Merle Haggard, which Chris used while writing all of the songs for his debut album, Buy Me A Boat.

· Janson says, “Being part of this exhibit is a top three musical achievement of my career. It’s right up there with playing on the Grand Ole Opry and having my songs played on country radio.”

· Other artists featured in the ACM Gallery exhibit include Luke Bryan, Cole Swindell, Miranda Lambert, Kelsea Ballerini and Chris Stapleton.

July 5th: On This Day

On this day in 1991, Garth Brooks celebrated another Multi-Platinum selling album with his sophomore release No Fences.  The album was a cross-genre hit,  reaching #1 on Billboard’s Top Country Albums chart and reaching #3 on the Billboard 200.

No Fences produced four #1 hits with “Friends in Low Places”, “Unanswered Prayers”, “Two of a Kind, Workin’ on a Full House”, and the “The Thunder Rolls”. The album was named Album of the Year by the ACM in 1990.

The album has since been Certified 17x Platinum.

Brad Keselowski Claims His Twentieth Career Victory And Third This Season

Brad Keselowski led a race-high 115 laps on Saturday night at Daytona International Speedway, including the final seventeen, to claim his twentieth career victory and third this season. The final caution period forced the race one lap past its scheduled distance. On the restart, Keselowski darted away from the field and beat runner-up Kyle Busch to the checkered flag by fifteen one-hundredths of a second. Trevor Bayne finished third with Joey Logano fourth and Ricky Stenhouse Junior fifth. Fords claimed four of the five top finishing positions with Busch’s Joe Gibbs Racing Toyota the only “outsider” among them. Pole sitter Greg Biffle led just one lap and finished eighth in the forty-car field.

Keselowski started fifth in his Number-2 Team Penske Ford, took his first lead nine laps into the race and ran steadily in the top five throughout the night. His three wins tie Busch for the series lead as drivers start thinking about seeding for the post-season Chase that begins in two-and-a-half months … Saturday’s race included five cautions, most notably for a massive crash that gobbled up half the field early in the second half of the race.

The twenty-two-car melee was triggered when Jamie McMurray brushed teammate Kyle Larson and then went up the track across the nose of Jimmie Johnson’s Chevrolet. Dale Earnhardt Junior and Kevin Harvick were among those victimized. Earnhardt was able to complete the race and finished twenty-first. Harvick could not and he placed thirty-ninth, watching his regular-season points lead shrink to fourteen over Keselowski – who advanced from fourth to second in the standings with nine races remaining before the Chase opens.

Child Passenger Safety Technician

The Jasper County Sheriff’s Office is pleased to announce that they have taken the steps to become a better resource for the citizens of Jasper County when it comes to child passenger safety. At the beginning of June, the Sheriff’s office sent two deputies, Deputy Britton and Deputy Burdt, to a National Child Passenger Safety Technician certification training program in Norwalk, IA. Both deputies demonstrated the ability to educate and help caregivers with the correct selection, installation, and use of car seats, booster seats, and seat belts and are now Nationally Certified Child Passenger Safety Technicians.

According to various reports from the National Highway Traffic Safety Administration (NHTSA), car seat, booster seat, and seat belt misuse vary from 74 to 90 percent. The Sheriff’s Office would like to help educate the public on how to properly secure the young citizens of this county by offering appointments and checkup events that will be made available at the Sheriff’s office and also around the smaller communities in the county.

If you would like to have a one on one experience with either certified CPS Technicians, an appointment can be made via the Jasper County Sheriff’s Office Facebook page, and typically after the 6:00pm timeframe, this will make it easier to ensure that either deputy is working and can make themselves available. Some things to have during an appointment would be your vehicle’s owner manual, your child safety seat and its owner manual, and a willingness to learn. An appointment can last anywhere from 20 minutes to one (1) hour, depending on how many questions you have or what we can do to assist you so that we can better secure your child.

In the near future, the Sheriff’s Office will be working with communities throughout the county, to try to arrange a checkup event so that we can help those that aren’t able to make it to the Sheriff’s Office in Newton. These events will be held at a location where people can bring their vehicles and child safety seats to be looked at by CPS Technicians and also raise awareness on properly restraining children.

Our first public event will take place on July 17 th , 2016 between the hours of 12:00 PM and 3:00 PM at the Jasper County Fair, in Colfax, during Public Safety Day. If you have an interest in having a checkup at the Jasper County Fair during this time period, please contact us via Facebook or call 641-792- 5912 and leave a voicemail for Deputy Burdt. He will arrange an appointment time for your safety check.
