Alex Bowman Joins JR Motorsports X-Finity Series Lineup For 2016

Junior Motorsports announced Wednesday that Alex Bowman will drive its Number-88 Chevrolet in nine X-FINITY Series races next season – sharing seat time in the car with team owner Dale Earnhardt Junior, Kevin Harvick and Kasey Kahne.

The three-car organization also will feature Elliott Sadler and Justin Allgaier, who will both run full schedules in pursuit of the X-FINITY Series championship. Bowman’s nine-race slate with J-R-M in 2016 will begin in mid-May at Dover and end in November at Phoenix International Raceway, which he considers his “home track.”

Bowman, 22, is a native of Tucson, Arizona … He’s in his second season of Sprint Cup Series competition and is currently thirty-third in points driving for Tommy Baldwin Racing. Bowman is among forty-three drivers on the preliminary entry list for Sunday’s Quicken Loans Race for Heroes 500 at Phoenix International Raceway.

City Commits To Project

OSKALOOSA — The penny has plenty of power, especially when it is being used to potentially fund a $24 million dollar community improvement project.

Oskaloosa City Council members went on record Monday night saying they would use part of the city’s Local Option Sales Tax to back the multi-million dollar YMCA/early childhood development project.

The city receives approximately $1.1 million annually  from the tax, according to City Manager Michael Schrock. In recent years, the funds generated from the penny tax have been used for infrastructure improvements with a special emphasis on roadway repairs.

“There has been more concrete construction in Oskaloosa this year than the past 40 years,” said council member Tom Walling during discussion.

The council as a whole agreed that it has caught the attention of the community, which is pleased with the improvements being made and did not want the YMCA project to take away from continued roadway renovations.

“I’m hoping for as many partners as we can find,” said Walling, “so we can do this project and still continue with the roads,” he said.

During an Oskaloosa Community Schools Board of Directors meeting Tuesday night, members went on record saying they would support the funding of the project, which the district will utilize for both athletic and educational projects if built. The district has not put a price tag on the amount they can spend on the project, but Superintendent Russ Reiter explained, “The school will have additional restrictions on what we can spend our dollars on.

“That’s the one thing that is really holding us back on a commitment side because our statewide penny dollars can only be spent on certain

things,” said Reiter.

“We’re willing to spend the money and bring some additional dollars potentially, but we are, of all three entities, are more restricted by law. [However] we’ll do everything we can.”

Mahaska County Board of Supervisors have discussed using the approximately $800,000 it receives from the tax for the joint project but has yet to make a commitment. During an open input meeting earlier this year, rural community members came before the supervisors to express their support for the YMCA project as well as the construction of an Environmental Learning Center, which would display the mammoth bones found within the county.

The financially supportive entities will likely go into a 28E Agreement to take ownership of the project and contract a managing third party, according to board members.

“There is a general desire to make this thing work,” said Mayor Dave Krutzfeldt during discussion. “But there are a number of unknowns at this point. We need to start playing around with the recipe to see how we can get to that $24 million price tag.”

Board members Walling and Jason Van Zetten will work with a project steering committee to negotiate the amount of money each funding party would have to vow to contribute to make the project a reality.

“Are you comfortable starting at 70 percent or is 50 percent too high?” Van Zetten asked his peers. “I don’t want to sit here and waste my time [if it is]. My personal feeling is that the school district needs to be in on their part for about 60 percent of their penny. We gave them all of our penny in the past, and I’m not trying to rob the school, I’m just saying it’s got to start somewhere

“If we don’t start talking about it, then it’s going to go on forever and we don’t have time for that anymore, so I’m just saying this is the starting point,” he added.

“I’m in for half,” replied Walling, beginning the funding conversation which will continue over the course of the next few months.

Council members must finalize ballot language by the end of January and give it to the supervisors for review by Feb. 9, 2016. The item will be voted on next May, according to the mayor.

“By the end of January we need to be able to come to some sort of agreement as to what we think the funding of this thing could be, so the clock starts ticking,” said Krutzfeldt before closing the work session.

Central’s Marchiori Wins All-Conference Soccer Honor

PELLA — Central College men’s soccer defender Adelmo Marchiori IV (Carlinville, Ill.) received all-Iowa Conference honorable mention Tuesday.

Marchiori was one of just three players to start all 17 games for the Dutch this season. He took 10 shots from his defender position, four of those on goal.

The junior defender was the team Newcomer of the Year in his freshman season and the team’s Most Valuable Player in 2014. He has three career goals on 40 shots and has played in 53 career games.

Central finished the season 4-13 overall with a 1-6 record in conference play. The Dutch missed the conference tournament by one game after falling 1-0 to Coe in the season finale.

Statesmen Defeat Waldorf 35-13 In Home Opener

Oskaloosa–The William Penn wrestling team took advantage of a pair of forfeits and dominated the lighter weights to cruise past Waldorf 35-13 in its home-opening dualTuesday.

The Statesmen (1-0) won five of the eight contested matches and also picked up a two victories at open weights to keep the Warriors (0-3) winless this season.

John Altieri (Fr., Warwick, R.I., Sociology) set the tone early with a dominating performance at 125 pounds.  He held a sizeable lead before finally winning by fall in 4:18 over Kyle Penalosa.

133-pounder Jeremy Andujar (So., Tampa, Fla., Biology) was also in control throughout, winning by technical fall against Jacob Adams 24-8.

Fabian Rodriguez (Fr., Manassas, Va., Business Management) extended the advantage to 17-0 with a forfeit at 141 pounds, while Bryan Pittman (Sr., Flossmoor, Ill., Information Technology) made his season debut with a 14-11 decision over Dustin Samudio at 149 pounds.

By that point, the team victory was locked up, but the navy and gold were not done.  157-pounder Logan Loftus (So., Marengo, Iowa, Industrial Technology) then rallied to pin Zach Milks in 5:37.

Waldorf got on the board with victories at 165 and 174, but then Johnny Hopper (So., Basehor, Kan., Psychology) pushed the margin back to 32-7 with the second of WPU’s forfeits at 184.

Following a WC fall at 197, Matthew Cuthbert (Fr., Yucaipa, Calif., Sociology) closed out the evening by holding off Jacob Pinedo 3-2 at heavyweight.

Next Up: William Penn travels to Decorah Saturday to compete in the Luther Open.  Action begins at 9 a.m.

Point Penalities Upheld For Truck Series Team

The National Motorsports Appeals Panel has upheld the majority of penalties that were assessed to the Number- 33 G-M-S Racing team, which competes in the Camping World Truck Series, for illegal brackets and supports found on Brandon Jones’ Chevrolet Silverado during opening-day inspection October 23rd at Talladega Superspeedway. Crew chief Shane Huffman’s suspension has been reduced from three races to two. But his ten-thousand-dollar fine, and the twenty-five championship points stripped from season totals for Jones and team owner Maurice Gallagher Junior will stand – as will Huffman’s six-month probation.

Jones finished second to Timothy Peters in the October 24th fred’s 250 … He’s among thirty-three drivers on the preliminary entry list for Friday night’s Lucas Oil 150 at Phoenix International Raceway, the next-to-last round of the 2015 season.

Rookie Erik Jones, leading the point standings, is the defending race winner on the one-mile desert oval.

Branstad Meets Federal Official On Medicaid Privatization

DES MOINES, Iowa (AP) — Governor Terry Branstad met with a top federal official in Washington to promote Iowa’s Medicaid privatization effort, which has come under scrutiny over the speed of the transition.
Branstad said Tuesday that he met with Department of Health and Human Services Secretary Sylvia Burwell. He said he stressed the transition plans as the state moves its $4.2 billion Medicaid program to private companies, including that patients can keep current providers for a period of time.
Last week, federal officials expressed concerns about the timetable for the changes, slated to take place January 1st.
A group of Iowa hospitals have sued seeking to halt or delay the process. In the suit, filed last week, the hospitals argue the new system would improperly use money from a trust fund they contribute to.

Marcellus And Schroeder Earn Weekly Conference Honors

PELLA—For the second time in as many weeks, Central College football players Aaron Marcellus (kicker, junior, Hudson) and Mitch Schroeder (linebacker, senior, Lowden/North Cedar HS) have been named Iowa Conference players of the week.

Marcellus was named special teams player of the week while Schroeder took home the title of defensive player of the week following a Dutch 38-23 victory over Buena Vista Saturday on Senior Day.

Marcellus does it all— Marcellus almost duplicated his performance last week, connecting on another 32-yard field goal this week and nailing five extra points in the win. His field goal early in the third quarter put the Dutch up 10-7 and they would never relinquish the lead. The junior kicker averaged 55.3 yards per kickoff, including one touchback and also punted once for 21 yards.

Schroeder picks two—Schroeder picked up right where he left off last week, intercepting two Buena Vista passes to give him a league leading five on the season. His two picks came within a 3:30 span from late in the third quarter to early in the fourth. Schroeder returned the interceptions for a total of 18 yards. He also added two tackles and a pass breakup in his final game at Ron and Joyce Schipper Stadium.

The Dutch (6-3 overall, 4-2 conf.) will play their final game of the season Saturday at league-champion Dubuque. Kickoff is scheduled for 1 p.m.
