Oskaloosa City Council 9-8-15
The Oskaloosa City Council met Tuesday night for a study session and their regularly scheduled meeting.
The study session was an update and discussion on the community needs assessment for the indoor recreation and early childhood education by the Mahaska Community Development Group and the Mahaska County YMCA.
The idea is for the proposed facility to be funded by an increase in membership and be self-sustaining. The membership for the facility would need to increase by around 40 percent in comparison to the current Mahaska County YMCA. Jason Van Zetten thinks that is very possible and the numbers thrown out financially are reasonable and should be very attainable.
The main issue of concern at this point is the participation from the Mahaska County Board of Supervisors. The Supervisors have been reluctant to sign off on the project, believing the facility benefits he city of Oskaloosa more than it does the county. City Manager Michael Schrock, Jr. said the project will likely not be completed without the support of the Board of Supervisors and their use of the one-cent sales tax.
In the regular meeting, bookkeeping was the main theme of the evening.
The council rejected all project bids for the updated prices of the 2015 Sanitary and Storm Sewer Improvements Project, as all of the bids were too high. This was done by the suggestion of the city staff. This will delay the project for a few months.
The council unanimously approved TK Concrete as the company to carry out the B Avenue East Pavement Rehabilitation Project, which was passed earlier in the agenda.
The council also unanimously passed a resolution directing Mayor David Krutzfeldt to negotiate and execute a 28E Agreement between the city of Oksaloosa and the city of University Park. This will be for improvements on Burlington Road.
Finally, the council rejected all bids for the municipal improvements for the fire station renovation and expansion. The bids for the project exceeded the money that was projected for the project by 37 percent, which is an abnormally large increase. The council discussed the issue and stated that there will likely need to be better timing with the process and potentially some changes with the project to fit in the budget that was approved by voters.
The interesting item that was brought to the meeting was a discussion of the idea of the Board of Supervisors adding a County Administrator position. Supervisor Mike VanderMolen stated at the August 17th meeting of the supervisors that he was in favor of adding a County Administrator to help with the bookkeeping issues and other smaller items in the Supervisor office. This would allow more people to run for the office, in VanderMolen’s eyes, because it would free up more time for those who have other full-time jobs. Mayor Krutzfeldt and Council Member Tom Walling put this on the agenda to show support for that idea, as they believe the “City Manager” style of government has worked well for the City of Oskaloosa. This vote of support was unanimous from the attending council members.
The Board of Supervisors stated that they would talk about that idea in depth at a later time.
The unanimous votes were 6-0, as council member Doug Yates was not in attendance.
The next scheduled meeting of the Oskaloosa City Council is set for September 21 at 6 PM at the Council Chambers in City Hall.
Sanders Rebounds, Collects USMTS Win at Cresco
Rodney Sanders rebounded from a forgettable three-night showing to wrap up the Labor Day Weekend with an impressive win at the Cresco Speedway in the next-to-last event in the Hunt for the USMTS Casey’s Cup powered by S&S Fishing & Rental.
Casey Arneson jumped out front when the green flag waved with Jesse Sobbing, points leader Jason Hughes and Sanders in tow at the end of the opening lap.
Hughes and Sanders both snuck by Sobbing on lap 3 and began a battle that lasted until the checkered flag waved over the 35-lapper.
Arneson was flawless as he continually held Hughes at bay while Sanders searched high and low for a way to get around Hughes.
Meanwhile, Ryan Gustin cracked the top five on the sixth lap as ‘The Reaper’ quickly climbed up the ranks after starting in the 12th spot.
By lap 10, Gustin and Sobbing joined the lead trio to keep the fans glued to the action at the front of the field.
Lapped traffic came into play by lap 20 and Sanders took advantage on lap 23 to sneak around the outside of Hughes and take over second.
Gustin followed into third three laps later, and then Sanders made his move on lap 28 to claw his way past Arneson to grab the lead with six orbits remaining.
Getting a bit too high on lap 30, Gustin allowed Hughes and Sobbing to go by while Sanders began to march away from Arneson, eventually taking the win by ten car-lengths.
Hughes, who came into the event leading Sanders by a mere 10 points in the fight to become the 2015 USMTS National Champion, was third when he followed Arneson underneath the white flag but a bold low-side move in the final turn gave Hughes the runner-up finish as he beat Arneson to the stripe by a bumper.
How big was the pass for second?
A third-place finish would have left Hughes and Sanders tied atop the standings heading into the Hunt for the USMTS Casey’s Cup finale on the first night of the 17 Annual Featherlite Fall Jamboree on Thursday, Sept. 24.
However, Hughes’s last-lap heroics left him with a four-point cushion over Sanders when they left Cresco.
Destiny is in their own hands now. A win in the final points race almost assuredly will seal the deal for either driver.
Sanders has won six of the last eleven USMTS main events at the Deer Creek Speedway. The last of Hughes’s eleven career wins at ‘The Creek’ came in the Featherlite Fall Jamboree finale in 2013. Sanders finished second in that race while Hughes has finished second to Sanders in three of his last four wins there.
The win was the 64 of Sanders’s USMTS career and worth $3,000 to the 25-year-old from Happy, Texas.
Arneson was a solid third-place paycheck earner while Sobbing held off Gustin for the fourth spot. Stormy Scott, Dereck Ramirez, Joe Duvall, Cory Crapser and Dan Ebert rounded out the top 10.
After round 13 of 14 in the Hunt for the Casey’s Cup, Hughes leads Sanders by four points (1232 to 1228). Although mathematically eliminated from any possibility to win the championship, Scott and Sobbing are locked in a heated battle for third with Scott ahead by seven markers (1136 to 1129).
The rest of the top 10 are up for grabs as well. In the race for a top-five points finish, Ramirez has a nine-point cushion over Zack VanderBeek (1051 to 1042) while just 44 points separate the next six drivers. Brent Larson sits seventh with 889 points, followed by Duvall (885), Arneson (861) and Cade Dillard (853). Crapser and Daniel Hilsabeck are tied for the 11th spot with 845 points each.
America’s undisputed marquee mega-event for dirt modifieds-the Featherlite Fall Jamboree-blasts off three weeks from today, and this year’s battle between the Best of the Best the sport has to offer promises to be the biggest ever with the boldest payoffs in event history.
Fans will continue to witness a complete program all three nights highlighted by the United States Modified Touring Series in their final event of the Hunt for the USMTS Casey’s Cup powered by S&S Fishing & Rental and the crowning of the 2015 USMTS National Champion on Thursday night.

Statesmen Take 2 Of 3 POW Honors
Two William Penn football players were recognized for top play last weekend as the Heart of America Athletic Conference announced its weekly Player of the Week honors Monday.
Jatavius Stewart (Sr., Rock Hill, S.C., Biology) was named Offensive POW, while Samson Tamijani (Fr., Houston, Texas, Communications) gathered Special Teams POW laurels. The award is the first for both players.
Stewart only touched the ball seven times on the offensive end in Saturday’s 51-48 triple-overtime win against MidAmerica Nazarene, but amazingly scored on four of those occasions. He crossed the endzone on runs of 13 and five yards and also scored on receptions of eight and 25 yards. The senior finished with five grabs for 117 yards and rushed twice for 18 yards.
Tamijani was perfect with his foot, hitting all six of his extra points in addition to a 21-yard field goal.
WPU has now won three weekly honors this year.

Sprint Cup Series Win List Holding Steady At 11
With just one week remaining in the regular season, this year’s list of Sprint Cup Series race winners shows eleven drivers – two fewer than in 2014 – heading into Saturday night’s Federated Auto Parts 400 at Richmond International Raceway.
Kyle Busch and Jimmie Johnson are tied for the series lead in wins with four apiece. Joey Logano and Matt Kenseth are right behind at three each. With a maximum of twelve race winners now possible, the remaining spots in the sixteen-driver post-season field will be filled based on regular-season point standings.
The five highest-placed non-winning drivers in the standings today are Jamie McMurray, Ryan Newman, Jeff Gordon, Paul Menard and Clint Bowyer – who leads Aric Almirola by twenty-nine points for what would be the final spot on The Chase Grid with Kasey Kahne just two points further back.
Queensland Sails To Holley Iron Man Series Win At Deer Creek Speedway
Cole Queensland took the lead on lap 7 of the 20-lap main event and then survived a couple of late-race cautions to score the USRA Holley Iron Man Series victory Saturday night at the Deer Creek Speedway.
The 31-year-old from Grand Meadow, Minn., had built a sizeable advantage over a swarm of USRA B-Mod drivers battling for the remaining spots in the top 10 when the yellow flag waved with three laps to go.
Undeterred, Queensland rocketed out to a four-car-length advantage back under green and sailed to the $600 triumph.
In a wild race for second, Cole Denner nipped Jake Timm for the runner-up paycheck while Jacob Bleess and polesitter Jon Van Minsel rounded out the top five.
Holley Iron Man Series points leader Dakota Foster forfeited a front row starting spot when loose lug nuts were discovered prior to the start. After taking the green flag last on the 24-car grid, he passed 18 cars to record a sixth-place finish.
Shaun Walski, Blake Arndt, Kylie Kath and Dan Hovden completed the top 10.
The Labor Day Weekend will conclude at the Cresco Speedway in Cresco, Iowa, on Sunday. Both the USRA Stock Cars and USRA B-Mods will be back in action for the Holley Iron Man Series along with the USMTS Modifieds plus USRA Hobby Stocks.
USRA Stock Cars will be racing for $750 to win and the USRA B-Mod winner will earn $600. Hot laps are at 6 p.m. with racing to follow.
