Ottumwa Police have a man in custody for a weekend murder. Just before 3pm Saturday (5/25), Police were called to a home on Queen Anne about a suspicious death. They found the resident of the home, 41-year-old Thomas Carlton Foster dead. Then shortly after 10 that night, Ottumwa Police arrested 37-year-old Preston Odell Martin of Ottumwa in connection with Foster’s death. Martin has been charged with first degree murder. He’s in custody in the Wapello County Jail.
